THE BACKGROUND

 

The need to develop and implement an effective Performance Management System in Healthcare organisations has several purposes, including:

 

  • enhancement of quality of services;

  • accountability in the use of public funds;

  • the spread of innovation.

 

This applies at an organisation and country level, although the need to improve the quality of services provided goes beyond national boundaries.

 

 

 

The OECD highlights the relevance of quality measurement in the healthcare sector in order to identify the value created by healthcare organisations and reduce health service inequalities.

 

From this perspective it is important to consider the content of the Directive 2011/24/EU in which the European regulator gives a legislative framework in which patients can obtain cross-border healthcare services in some circumstances. This introduces international competition in the provision of some healthcare services.
